Every link on the portal, and who sees it. Point them at your Google Drive docs, and when you update a doc, residents automatically see the new version. No website changes needed.

Documents
Rules, minutes and budgets that residents can open. Either link a file on the estate's Google Drive, or upload a PDF to the estate's own server. Drive files update themselves when you change them there; an uploaded PDF stays exactly as you sent it.

Put the file in the estate's Google Drive folder, right-click it and choose Share, set it to Anyone with the link, copy that link, and paste it below.
The PDF is stored on the estate's own server, where only signed-in people can open it. Up to 15 MB.
